On October 11, 2021, the the People's Republic of China General Administration of Customs issued a notice (No. 81 of 2021) to adjust the catalogue of commodities that must be inspected, and to add export commodity inspection to 29 categories of fertilizer products such as urea, potassium chloride, potassium sulfate, diammonium phosphate and monoammonium nitrate.
The customs supervision condition "B" will be added to the 29 10-digit customs commodity numbers involved in the export of chemical fertilizers, and the customs will carry out export commodity inspection on the relevant commodities.
This announcement will be implemented from October 15, 2021. See the annex for the adjusted regulatory requirements.


According to the "the People's Republic of China Import and Export Commodity Inspection Law", the import and export commodities listed in the catalog shall be inspected by the commodity inspection agency.Export commodities subject to statutory inspection shall not be allowed to be exported if they have not been inspected or have failed to pass the inspection. Previously, the above-mentioned export fertilizers were not included in the statutory inspection catalogue.
It is worth noting that if imported commodities that must be inspected by the commodity inspection agency are sold or used without inspection, or export commodities that must be inspected by the commodity inspection agency are exported without inspection, the commodity inspection agency shall confiscate the illegal income and impose a fine of 5% to 20% of the value of the goods; if a crime is constituted, criminal responsibility shall be investigated according to law.
What are the regulatory conditions "A" and "B?
The supervision condition is "A" category, which means the customs clearance form for imported goods: imported statutory commodity inspection, imported goods must be inspected and quarantined by the entry-exit inspection and quarantine bureau to which they belong according to the national customs law before they can be imported for customs declaration;
The supervision condition is "B", which means the customs clearance form for outbound goods: for export legal commodity inspection, the inspection and quarantine report issued by the State Entry-Exit Inspection and Quarantine Bureau must be obtained before export.
Preliminary statistics from China Customs show that from January to September 2021, China exported 26.112 million tons of various large-element fertilizers (including ammonium chloride, potassium nitrate and organic fertilizers for animals and plants, the same below), an increase of 31.0 percent over the same period last year; exports amounted to US $9.032 billion billion, an increase of 99.5 percent over the same period last year. Among them, 3.329 million tons of fertilizer were exported in September, up 16.8 percent year-on-year. Fertilizer exports amounted to US $1.364 billion in the month, up 104.5 per cent year-on-year.
