It will be implemented from September 20, 2021.

The "Notice" clarified that all enterprises that have the legal production and operation of agricultural fertilizers shall implement the preferential tariffs for agricultural fertilizers that are included in the railway preferential tariff catalog through the operation line of the national railway to implement the unified tariff.

Export of chemical fertilizers and chemicals for industrial production do not enjoy preferential policies on agricultural fertilizer freight rates.

It is estimated that the annual transport volume of the eight new fertilizer varieties is about 100 tons, which can reduce the railway transportation cost of chemical fertilizer by about 16.5 million yuan per year. Together with the chemical fertilizer varieties that have been included in the railway preferential tariff catalogue, the railway transportation cost of chemical fertilizer can be reduced or reduced by about 2.5 billion yuan per year.

All enterprises with the legal production and operation qualification of agricultural chemical fertilizer shall implement the preferential freight rate of agricultural chemical fertilizer for the agricultural chemical fertilizer listed in the catalogue by the above-mentioned railway transportation.

When consigning agricultural fertilizers, a copy of the business license of the shipper and the consignee shall be issued at the same time. The copy shall be confirmed by the seal of the licensed enterprise, and the column of "business scope" shall include "chemical fertilizer" (or "fertilizer").
