1. station requirements for loading and entry
1. Requirements for loading of railway whole container: railway container transportation requires that the goods in the container be balanced and firmly fixed, the center of gravity shall be at the center of the container, and no partial load shall be allowed. After loading the goods, the weight difference between the front and rear shall be less than 2 tons, and the weight difference between the left and right shall be less than 1 ton (50mm).
2. At present, the Sino-Russian train uses a 120km flatbed truck, which requires that the weight of the container should not exceed 26T, the total weight of the container should not exceed 30480KGS, the weight should not exceed 2 tons before and after, and the weight should not exceed 1 ton (50mm).
3. Before loading, please confirm whether the goods are inspected by law, whether the packaging needs fumigation, and whether they are chemicals (the railway requires that the wooden support must be stamped with ippc fumigation stamp). The door of the box must be pasted with the words "this cabinet has been fumigated and cannot be unpacked during xx time.
4. Please take photos according to the requirements of the warehouse receipt when loading the whole cabinet. Return the warehouse receipt with complete information before entering the warehouse. The driver will bring the paper version into the warehouse receipt. You must bring the box number and photograph it: empty cabinet, first piece, 1/4, 1/2, 3/4, full, right close, full close, seal and nameplate. If the photos cannot be submitted or the photos do not conform to the regulations, the railway will impose a fine, and the specific amount shall prevail.
5. If the goods or the packaging of the goods need to be fumigated, the fumigation time depends on the goods and the packaging. Some goods need to be fumigated for more than 24 hours. The commodity inspection shall issue a fumigation certificate within 48 hours after the completion of fumigation, and the fumigation certificate shall be valid for 21 days from the date of fumigation.
6. Please pay attention to the age and condition of the self-provided box. The self-provided box shall not exceed 8 years, the Russian iron box shall not exceed 10 years, the box shall not have obvious corrosion and depression, and the bottom beam shall not be broken.
7. Precautions for the transportation of chemical supplies: At present, the railway only recognizes the identification certificate issued by Qingdao's "Chemical Registration Center of the State Administration of Work Safety" for the transportation of chemical products such as powders and liquids that are not restricted by the customs or have regulatory requirements by the customs. In order to ensure the safe production of freight transportation, any goods with lithium batteries are not allowed to be shipped, such as UPS (uninterruptible power supply) and lithium batteries, not shipped, such as the use of lead-acid batteries, you need to provide an identification report, after the approval of Da Lang Station to arrange the arrival of the station.
8. The driver's information shall be provided in advance when entering the station. The driver must carry the warehouse receipt when entering the station. Before entering the station, the list of goods loaded in the container must be provided, specifying the name, number of pieces, gross weight and other information of the goods. If the driver does not have the above information at the station, the container will not be unloaded at the scene.
Matters needing attention in 2. customs declaration and information prepared for customs declaration
(1) The overseas consignee or consignor must provide the English name (NO can be filled in special circumstances)
(2) For multiple cabinets and one order, the number of items, gross and net weight, quantity, etc. corresponding to each cabinet shall be provided.
(3) The type of packaging needs to be provided clearly. In future, the type of packaging needs to be checked for goods inspection and cannot be provided any more (fuzzy information such as cardboard boxes and wooden boxes must be provided, such as plastic cardboard, plastic cardboard, plywood, solid wooden boxes, solid wooden boxes, and no ambiguity)
(4) The declared gross weight should be basically consistent with the actual gross weight of the goods, and the difference is allowed to be 200-500kg/cabinet (if it is more than 500KG and above, the customs will doubt whether it is underreported or overreported. Therefore, please review the gross weight of the goods before customs declaration)
(5) For legal inspection goods, please send the data to the customs at the departure station and provide the customs clearance number on the inspection declaration form and a copy of the inspection entrustment form.
(6) At present, only one cabinet and one order/one cabinet and multiple orders are accepted for customs declaration. Due to the instability of the customs transfer system, multiple cabinets and one order declaration is not supported for the time being.
(7) For the import and export of products of relevant brands, a brand authorization letter must be issued, and epidemic prevention materials must be exported with formal documents in accordance with customs requirements.
(8) Special statement: If the customs has export supervision conditions and inspection and quarantine conditions, the corresponding customs clearance form, health certificate, plant inspection certificate, certificate of origin, import and export license, etc. must be provided, otherwise all responsibilities and expenses arising from the discrepancy shall be borne by the owner of the consignment.
(9) The export head-up enterprise shall confirm in advance whether to open the electronic entrustment, provide the contract (Chinese and English version or Chinese version), invoice, packing list, packing list, customs declaration draft (with customs declaration elements), the above information shall be stamped to the electronic scan.
III. On-board and waybill documents
1. The 10-digit HS code information of the goods on the on-board document (detailed list) must be confirmed by the customer's foreign customs clearance party (foreign code).
2. The name of the goods must correspond to English and Russian. The filling requirements of the consignee and consignor shall be based on the template. Russian must be written!
3. The number of goods, weight and other information on the on-board documents must be consistent with the export declaration.
4. The decimal point of gross weight amount shall be kept to 2 decimal places, and the on-board details shall be provided in PDF and excel versions,
5. The version of the on-board document is a detailed list template uniformly provided by foreign countries. Please fill in the template according to the template. Please do not change it, otherwise it cannot be uploaded to the foreign customs system.
